Director of Program Development

UCR Extension is the continuing and professional education division if the University of California, Riverside offering over 80 professional and certificate programs to domestic and international students to mostly working adults. The academic program portfolio is currently focused in the following areas: Education and Credential programs, Business and Management certificate programs, Technology and Engineering certificate programs, and Healthcare and Human Services certificate programs. UCR Extension also hosts a large and highly successful International Education program.
Extension is in need of a Director of Program Development to support organizational growth by expanding Extension’s portfolio of programs and certificate offerings. This is a full-time three-year renewable appointment with full benefits. Reporting to Extension’s Associate Dean of Academic Programs, the Director of Program Development will work with the Director of Education Programs, the Director of Professional Programs, the Director of New Initiatives & Corporate Partnerships, and Subject Matter Experts to execute a strategy of innovative program development that will attract new and diverse constituencies to UCR Extensions programs.
The incumbent must have extensive experience in program development, market research and analysis, and stakeholder engagement for continuing education. They will work collaboratively with all UCR Extension service departments: Academic Services, Student Services, Human Resources, Business Services, Information Technology, and Marketing. The incumbent will be expected to assist in providing academic leadership necessary to maintain UCR Extension’s preeminent status as a provider of continuing education programs, and have the acumen to assess and successfully respond to the educational needs of UCR Extension’s various student audiences. The incumbent will also be expected to have awareness of educational needs of the surrounding community, remain current on emerging technologies and trends, and present options for programming incorporation. The incumbent will establish and foster relationships with professional membership associations and other community networks in order to develop a strong partnership model between UCR Extension and the community it serves.
This position has the responsibility of providing strong leadership in developing curricula, strategic planning, online learning, marketing, student recruitment, and collaboration with other UCR and Extension administrators, faculty and instructional personnel, staff, community leaders, industry partners and the broader community to which UCR and UCR Extension relates. A commitment to continuing education, academic excellence and a pro-active vision about appropriate entrepreneurial initiatives is essential.
-Oversee the research, identification, proposal and implementation of new programming opportunities to support and expand existing continuing education program offerings
-Work with relevant organizations, administrators, UC faculty, industry leaders, influencers and decision makers in preparing programs to meet identified needs, including collaborative programs when possible
-Strategically direct new program and curriculum development including the development of fully online courses and programs
-Direct and plan the implementation and scheduling for new programs
-Advise the Marketing department on target audiences and communication strategies for new programs and courses
-Recruit instructors and subject matter experts as needed under the supervision of the Associate Dean of Academic Programs
-Execution of Certificate Advisory Board meetings, instructor orientations and program information sessions for new programs
-In designing new programs, oversee the development of program syllabi, ensuring alignment with UCR Extension standards and UCR Academic Senate approved guidelines
-Oversee the development of the expected learning outcomes of individual courses and their alignment to the learning objectives for the overall certificate programs
-Review course evaluations for start-up certificate programs and make instructional recommendations to the Associate Dean of Academic Programs
-Make programmatic adjustments in response to evaluations and reconvene Certificate Advisory Boards as necessary
-Identify and assess prospective extramural funding opportunities. Lead proposal development and writing team. Oversee program implementation when funded
-Write and submit reports as needed to fulfill accreditation, grant and/or other program requirements, or as required by the Associate Dean
-Participate in accreditation activities as needed according to the WASC accreditation cycle
-Co-manage a matrixed support team of academic personnel
-Participate in Extension, UCR and community committees as assigned
Knowledge Skills & Abilities:
-Ability to identify new programs, programmatic needs, and opportunities while supporting existing programs and services
-Ability to anticipate and assess learner and industry needs, and respond to them effectively with meaningful relevant programs in a timely manner
-Ability to lead the development of online courses and programs and execute program implementation plans
-Knowledge of varied instructional methodologies and delivery systems
-Excellent written and oral communication skills with verifiable experience in making effective written and oral presentations
-Evidence of good interpersonal skills
-Ability to work and communicate well with staff, faculty and partners in order to establish and implement strategic plans and institutional directives
-Ability to manage people and foster teamwork among different groups within Extension
-Ability to manage multiple, complex projects
-Ability to work in a fast-paced environment with multiple priorities
-An advanced degree in education, business administration, public policy or related field
-Five years’ experience in program development and outreach
-Three to five years’ administrative experience in a self-support university-level continuing education program or the equivalent
-Experience in program administration and curriculum design and/or testing and evaluation
-Familiarity with distance education pedagogy
-Demonstrated accomplishment in continuing education at the college/university level, or the equivalent
-An understanding of education equity and access issues for underserved populations
-Experience with program design, implementation and evaluation
-Experience with curriculum design and assessment
-Experience in writing grant proposals and obtaining internal and extramural funds
-A strong belief in diversity, along with highly developed interpersonal skills and the ability to work with a diverse population of faculty, office staff, students and professionals, university personnel and senior college administration
-An understanding of and commitment to UC Riverside’s vision, mission, and outreach to the community
-Must be computer savvy with the ability to learn and use new software systems and programs
-Established relationships with professional membership associations/community networks
-Understanding of continuing education requirements and/or training needs of computer science and technology, healthcare, and/or human service professionals
